On Thursday, December 1 took place in the Sewer Citizen Participation Center the III Assembly of the Platform by the Sewer Public School.
This assembly was dedicated to the analysis of the motions on education approved in the Plenum of the City in this legislature and its degree of fulfillment.
Also, the municipal budgets in education were studied.
In general, the PP government team has not complied with the education motions adopted in plenary.
Failure to comply with some of them is especially serious.
For example, Plenary approved on September 29, 2016 the municipalization of Maintenance and Counseling Schools.
The breach of this motion incurs the violation of Law 7/1985, of April 2, regulating the Bases of the Local Regime, which recognizes to the plenary the competence to decide the management of the services.
This municipalization would improve the working conditions of workers and achieve significant cost savings.
Failure to comply with others, such as the removal of asbestos from schools, pose a public health hazard and violate a law in force for ten years, Royal Decree 396/2006 of March 31, establishing provisions Minimum standards for safety and health applicable to work at risk of exposure to asbestos.
Asbestos can cause workers and students multiple disabling and even fatal respiratory diseases (lung cancer, malignant mesothelioma, asbestosi, etc.).
As for the items related to education in the municipal budgets, it has been verified that the 2017 Municipal Budgets rejected in the Plenum of the City council a week ago suffered from lack of investments in education.
The foreseeable extension of the 2016 Municipal Budgets, also with little investment in education, continues to endanger the right to education in our municipality.
More specifically, it has been verified that in the Budgets 2016 there is a line called "Conventions APAS Primaria Prog. Infancia" endowed with € 4,500.
However, the website of the City Council does not show any agreement of these characteristics and as of October 31, 2016 no payments had been made since this item.
As a result of the economic situation, many educational centers in our municipality have been forced to ask the AMPAs for help to cover basic operating expenses, such as heating, toilet paper or school supplies.
AMPAs have responded with their own resources to safeguard the right to education of our students.
However, it is the responsibility of the public administrations to guarantee the correct functioning of the educational centers and to guarantee the basic conditions for a quality education.
The actual signing of this agreement for which there is already inexplicably budgetary provision as well as its actual payment would help our AMPAs to guarantee the right to education.
The Platform requires compliance with the approved motions
The Platform for the Sewer Public School requires the immediate compliance of the following motions approved in the Plenary of the Alcantarilla City Hall:
Study of the economic situation of Sewer HEIs.
Free textbooks.
Census of the presence of asbestos in public centers and on surrounding lots and, if appropriate, withdrawal.
Reactivation of the Municipal School Council.
School nursing.
Assignment of the former Sanje Chemistry Laboratory for non-profit uses to the Sanje Cooperative Foundation.
