Huermur has submitted a claim to the initial approval of the General Budget of the City of Alcantarilla for the year 2019, for not publishing it electronically during the public exposure process on the web as mandated by the legislation, and for not providing adequate funds for the equity of Sewer.
The conservation entity regrets the lack of transparency of the Sewer Consistory when providing public documentation, as well as the unfortunate state of numerous monuments of the municipality of Alcantarilla.
Following this claim by Huermur, the budgets must return to the Plenary Session of the City Council for a vote.
Huermur has also requested specific budget items for a recovery and installation plan for the BIC heraldic shields of Alcantarilla, which are currently stored on pallets in the Huerta Museum, as well as a master plan for the conservation and recovery of heritage Cultural of the municipality.
The Association for the Conservation of the Huerta and the Patrimony of Murcia (Huermur) has challenged the initial approval of the General Budget of the City Council of Alcantarilla for the year of 2019, through a claim in which it highlights among other issues that the Consistory does not has published electronically on the municipal website, the complete budgets submitted to public exposure since last September 17 when the announcement was published in the BORM.
Failure to comply with the obligations contained in Law 19/2013 of Public Information, Transparency and Good Governance, and Law 39/2015 of the common administrative procedure, which require that said documentation be published digitally on the website or electronic site during the term of corresponding public exhibition.
In the same vein, Huermur regrets the lack of transparency of the City Council of Alcantarilla when it comes to providing public documentation, essential to be able to carry out an adequate work of protection and safeguarding of the historical, cultural and natural heritage of the territory, and of administration oversight public
The conservation entity notes that transparency and requests for information should not be seen as a problem or an obstacle by the City Council, but as a tool for citizens to improve the functioning of the public administration, so it asks that local leaders reconsider
Huermur has also claimed the lack of adequate and sufficient funds for the proper conservation and protection of the historical and cultural heritage of Alcantarilla and its garden.
Specifically, the entity has requested specific budget items for a recovery and installation plan for the BIC heraldic shields of Alcantarilla, which are currently stored on pallets on the floors of the Huerta Museum.
It has also highlighted the lack of sufficient budgetary provision for the correct surveillance, maintenance and decoration of the environment of the BIC Cultural Interest declared monument of the Aqueduct of the Rambla de las Zorreras in Alcantarilla, as well as the lack of sufficient budget for the correct maintenance, custody and conservation of the Iberian site of Agua Sal and its surroundings, next to the Segura river and the Rueda de Alcantarilla.
Huermur has proposed that a specific item be provided in the Alcantarilla budgets, to develop a master plan for the conservation and recovery of the cultural heritage of the municipality that is included in the Town Hall's urban protection catalogs.
Finally, the President of Huermur, Sergio Pacheco, points out that: “The majority of monuments and cultural assets of the Alcantarilla are in a deplorable state of conservation, and without specific action plans that mark the guidelines to value the great cultural legacy Township.
A legacy, that being in the right conditions would have a great economic and tourist impact in this area of the orchard of Murcia ”.
