In relation to the extraordinary plenary session scheduled for today, which will deal with the position of the litigation that the City Council has on the municipalization of certain services, approved by the opposition, and on the requirement formulated by the Government Delegation to cancel these agreements for being illegal, the Popular Sewer Party wants to make a series of considerations that already made at the time.
The opposition parties, PSOE, Ciudadanos, Podemos and Izquierda Unida, adopted these agreements in November 2017, knowing that they were illegal.
All this despite the technical reports of the officials and the Legal and Economic Services of the City Council, of the General Subdirectorate for Studies and Financing of Local Entities, under the Ministry of Finance, of the General Directorate for Relations with Autonomous Communities and Local entities and the General Directorate of Public Function, which indicated that municipalization should not occur for different reasons, including that the services would not be more efficient, more economical, or more sustainable for the municipality.
The attitude of the opposition groups, moving forward with their illegal proposals, show that they act as if the Town Hall of Sewer was their farmhouse, they believe they can do whatever they want by skipping the rules and the necessary reports for it.
With their actions, all they do is harm the municipality and hinder the management that the Government Team carries out.
After the approval of these agreements, with the votes of the opposition parties, PSOE, Ciudadanos, Podemos and Izquierda Unida, in the plenary session held on November 30, 2017, the Popular Party Government Team proceeded to present a demand in the contentious-administrative court to understand that there had been an illegality.
The opposition, en bloc, with these illegal agreements has paralyzed the tender of three important contracts of the City Council (cleaning services of schools, maintenance of sports facilities and cleaning services of municipal buildings) that could improve the services provided to the citizens.
And they do it by disregarding the work carried out, with great professionalism, by the municipal technicians, as well as those of the regional and national administration.
The opposition always seeks responsibilities in others and never in their own actions.
Now they attack in press against the Government Delegation, without indicating that the Delegation scrupulously fulfills its function of denouncing illegal agreements adopted by the administrations.
City councils work according to laws and regulations that guarantee their proper functioning, away from the arbitrariness that opposition groups want to do as if it were their farm.
